Need to take vaccum line off to set timing 6 before. The line is not that stiff so is no problem to reconnect. What your doing is rite. Vaccum advance may be bad interanaly. Spring broken or other dist problems. Dampner ring may have slipped but the ones Iv seen usally fell of in very short time.

I do not know the 223 Ford BUT if the ring is mounted on rubber the ring MAY have slip causing your timing mark to be 90 degrees off. Pull number one plug and bring the piston to TDC and check the position of the timing mark. If it is off the ring has slip. You can not time as the ring will continue to move around. You will have to time by ear or have the front pulley/damper rebuilt. There are places that do this. Find a copy of Hemmings Motor News. There will be ads for DAMPER REPAIR.

You might be suspicious of the timing chain if it is that far out. Check the damper, if it looks/feels ok put a wrench on the front of the crank pulley and see if you can detect how far you can move it back and forth in the slack of the chain. 7 degrees us usually considered good. if much more, it might be the problem.
