"99 Kubota L3410. Glow plug light does not come on when key is turned to on position before engaging starter. Tractor starts OK. This has just occured recently. Is this a problem with the key switch or is there a relay involved?

I think for the amount of amperage that glow-plugs draw a relay would be required to save key switch from over-load.
